ATPA Launches White Paper on Vietnam’s Toy Manufacturing at Inaugural Vietnam Toy Forum in Hanoi
Hanoi, 9 September 2025 — The Asia Toy & Play Association (ATPA) today officially launched its new White Paper, “Vietnam’s Toy Industry Manufacturing – State of ‘Play’ & Opportunities for Growth,” at the inaugural Vietnam Toy Forum held in Hanoi. The release marks a milestone in ATPA’s efforts to support the growth, competitiveness and sustainability of Vietnam’s toy manufacturing sector.
The White Paper provides a concise assessment of Vietnam’s manufacturing strengths, identifies capacity and skills gaps, and sets out practical policy recommendations and industry actions to accelerate localisation, improve testing capacity, and develop the technical workforce required for large-scale toy production.
Key recommendations include:
- Prioritise Toy Manufacturing: Unlock targeted incentives and investment support for toy producers and suppliers.
- Strengthen IP Protections: Enhance laws and enforcement to tackle counterfeiting and protect brands.
- Invest in Infrastructure: Expand industrial zones and upgrade port and logistics capacity to lower costs and speed exports.
- Develop a Skilled Workforce: Implement toy-focused TVET and training programmes to fill critical technical roles.
- Promote Sustainable Manufacturing: Offer tax breaks and incentives for eco-friendly production practices.
“Vietnam is already an attractive location for toy manufacturing — the White Paper shows what needs to happen next for that attraction to turn into long-term competitive advantage,” said Matteo Vezzosi, Executive Director, ATPA. “Today’s Forum and this White Paper are intended to create a clear, actionable roadmap for government and industry to work together on fast, measurable progress.”
The White Paper was launched during a full-day programme that brought together senior government officials, global brands, local manufacturers, testing laboratories and training partners to discuss practical steps for scaling Vietnam’s toy industry.
