Our focus is on eliminating duplicative certification requirements, promoting international standard alignment, and addressing regulatory bottlenecks that disrupt toy supply chains.

Key Market Access Advocacy Areas:

  • Indonesia – SNI Toy Standard
    ATPA has been actively engaged with the Ministry of Industry and BSN to delay and reshape the implementation of the revised SNI regulation. We’ve advocated for international test report acceptance, transitional relief for manufacturers, and more predictable labeling and packaging requirements — ensuring businesses can adapt without incurring unnecessary costs.
  • India – BIS Licensing & QCO
    The BIS Quality Control Order (QCO) poses significant trade barriers due to its local testing mandate and factory licensing. ATPA has submitted multiple formal requests for procedural reform, including acceptance of third-party accredited labs, license harmonization for multinational brands, and risk-based exemptions for low-volume or niche toy products.
  • Vietnam – Regulatory Clarity & Harmonization
    Vietnam is a key focus for ATPA as a growing toy manufacturing hub. We have engaged STAMEQ and other agencies to promote greater transparency in regulatory enforcement, reduce import delays, and align domestic rules with ISO 8124 and EN 71 to support investment and export-readiness in the sector.
  • Japan – ST Mark Reform Dialogue
    As Japan considers regulatory updates, ATPA has engaged METI and the Japan Toy Association to promote mutual recognition of international standards (ISO 8124, EN 71), more flexible use of the ST Mark, and transition periods that minimize packaging disruption for exporters.
  • Broader ASEAN – Promoting Regional Harmonization
    ATPA supports the harmonization of toy safety regimes across ASEAN through dialogues with the ASEAN Consultative Committee on Standards and Quality (ACCSQ) and national ministries. We advocate for an ASEAN-wide recognition of ISO 8124, consistent customs coding for toy categories, and simplification of product registration systems.
  • Free Trade Agreements (FTAs) – Leveraging Preferential Access
    ATPA monitors and engages on key FTAs impacting toy trade, including the ASEAN-India Trade in Goods Agreement (AITIGA), RCEP, CPTPP, and bilateral FTAs. We advocate for clearer rules of origin tailored to toy manufacturing, push for inclusion of EN 71/ISO 8124 in mutual recognition arrangements, and call for customs modernization and data-sharing to reduce border delays. Our recent submissions to AITIGA review consultations emphasized flexible origin rules (RVC or CTSH) to accommodate modern toy supply chains and unlock duty-free access for more products.

 

ATPA also tracks evolving non-tariff measures, provides real-time alerts to members, and supports companies through regulatory interpretation, one-on-one advisory support, and representation in national consultation processes — ensuring market access is driven by safety, not bureaucracy.
